Everything a first-time international buyer needs: where you can buy, what it really costs, the process step by step, and the mistakes that cost real money.

Dubai is one of the easiest major cities in the world for a foreigner to buy property — full freehold ownership, no annual property tax, and a purchase process that can complete in under a month. Ease, however, is not the same as safety. This guide covers what actually matters.

Where foreigners can buy

Foreign nationals can buy freehold in designated zones — and those zones include nearly every community an international buyer would shortlist: Downtown, Dubai Marina, Palm Jumeirah, Business Bay, Dubai Hills Estate, JVC and dozens more. Title is full ownership, registered with the Dubai Land Department (DLD).

The real cost of buying

Plan for roughly 7–8% above the purchase price: the 4% DLD transfer fee, trustee office fee, typically 2% agency commission, and small registration charges. Buying with a mortgage adds bank arrangement and valuation fees of around 1–1.5%. None of these are hidden — but they should be in your budget from day one.

The process, step by step

  • Agree terms and sign the Form F (MOU), usually with a 10% deposit cheque.
  • The seller obtains an NOC from the developer confirming no outstanding liabilities.
  • Transfer happens at a DLD trustee office — payment by manager’s cheque, title deed issued the same day.
  • Utilities (DEWA) and community registration transfer to your name.

The mistakes that cost money

Three patterns repeat constantly. Buyers anchor on price per square foot without checking the building’s service charges and management quality. They trust glossy renders over the developer’s delivery history. And they negotiate alone against parties who transact daily. Each mistake is avoidable with preparation — or with someone on your side of the table.

Ease of buying is not the same as safety of buying. Dubai rewards prepared buyers.
